would doing end creating package app(like apk on android), or mobile application. if not, can create native(ish) app oracle adf? , if so, can create mobile app pre-existing web adf app?

no, can't use pre-existing web adf app create mobile app. can reuse parts of it, example exposing model. uses same concepts (like task flows) learning curve low if know adf.

the end-result of adf mobile application .apk (android) or .ipa (ios) yes, native application.

note: adf mobile 'deprecated' (= not updates/fixes). product has been rebranded maf (mobile application framework) , has lots of improvments compared version using.

i'm trying webgl running on firefox (v37.0.2) via software acceleration mesa. tried following steps have been stated in article: http://www.binarytides.com/enable-webgl-firefox-ubuntu/ however, unable find parameter named ' webgl.osmesalib ' in about:config section? has been removed (or renamed)? if yes, how should instruct firefox use mesa's software acceleration webgl? looks support osmesa removed in favour llvmpipe.
