android - Limited wifi Tethering Facility -


i wanted create payment portal, offline users connect store hotspot , make online payments. however, due obvious reasons, users able connect payment portal only. there way whitelisting (or blacklisting) of urls network packets destined ? there possibility source code of tethering modified , application built upon job done ? if yes, can done without rooting phone.

p.s - don't want use proxy.
