python - Does pandas.tz_localize allow me to specify a timezone without DST? -


i using python-2.7 , pandas 0.16.1, , hoping use ambiguous key ndarray specify none of timeseries dst -- standard time. see documentation says "(note flag applicable ambiguous times)" , looks doesn't work blanket adjustment, 1am/2am issues.

is there timezone can specify other 'us/eastern' indicates should remain standard? 'utc-5'? 'est' doesn't work, converts utc-4 @ 3am on appropriate day in march.

does bug #8917 mean out of luck until 0.17 released?

'etc/gmt+5' should work.
